FRANKLIN COUNTY, Va. - March 1st, 2026 - Franklin County's rapid growth trajectory continues with the unanimous approval of a significant new housing development near the popular Smith Mountain Lake. The project, spearheaded by Bluestone Homes, will bring over 100 new residential units to the county, addressing a critical housing shortage and promising a boost to the local economy. County Supervisor Margaret Ellison, a vocal advocate for managed growth, hailed the approval as a pivotal moment for Franklin County. "We've been consistently hearing from residents and businesses alike about the lack of available housing," Ellison stated during yesterday's board meeting. "Lake Vista Estates is a direct response to that need. It's not just about building houses; it's about building a community and providing opportunities for people to live, work, and thrive in Franklin County. We anticipate the construction phase alone will generate approximately 75 temporary jobs, and the completed development will contribute significantly to our property tax base."

The unanimous vote by the County Supervisors followed a nearly three-hour public hearing. While most attendees expressed support for the project, a contingent of residents from the neighboring Rocky Mount community voiced concerns regarding potential strain on existing infrastructure, particularly Route 608, a two-lane road currently experiencing increased traffic volume. Concerns also centered on the capacity of local schools and emergency services to accommodate the influx of new residents.

Bluestone Homes CEO, David Harding, addressed these concerns directly. "We understand the apprehension, and we're committed to being responsible developers. We've already commissioned a traffic impact study and are working closely with the Virginia Department of Transportation (VDOT) to explore potential road improvements, including the possibility of widening Route 608 and adding a turning lane at the main entrance to the development. We're also contributing financially to the Franklin County school system to help offset any increased demand." Harding further indicated that Bluestone Homes is exploring partnerships with local utility providers to ensure adequate water and sewer capacity is available.

The project is divided into three phases, with construction slated to begin in late spring 2026. Phase one, encompassing the single-family home section, is projected to be completed by the summer of 2027. The townhouses and remaining single-family homes are anticipated to be finished by the end of 2028. The total estimated value of the Lake Vista Estates development is upwards of $55 million.

This development occurs within the larger context of a regional housing boom fueled by the increasing popularity of the Smith Mountain Lake area as a recreational and retirement destination. Similar projects are being considered in neighboring counties, leading some experts to predict a significant population increase throughout the region over the next decade. The rising demand, coupled with limited land availability, is driving up housing prices, making affordability a growing concern. Franklin County officials are exploring various strategies to address this issue, including incentivizing the construction of affordable housing units and promoting diverse housing options. The Lake Vista Estates development, while primarily geared towards the middle to upper-middle class, is seen as a step in the right direction.
