Howard County OKs Accessory Dwelling Units to Ease Housing Crisis

ELLICOTT CITY, MD - March 20, 2026 - Howard County has taken a significant step toward addressing its mounting housing crisis by officially allowing Accessory Dwelling Units (ADUs) on residential properties. The Howard County Council's unanimous vote on Tuesday evening signals a shift in zoning policy, embracing what urban planners often refer to as "missing middle" housing - smaller-scale housing options designed to increase density and affordability within existing neighborhoods.
These ADUs, often called "small homes," "granny flats," or "attached suites," are independent residential units located on the same lot as a primary single-family home. The newly approved legislation eases previous restrictions on size, setbacks, and other requirements, making it more feasible for homeowners to add these units to their properties. The move comes as Howard County, like many areas nationwide, grapples with a severe shortage of affordable housing and a rising cost of living.
County Executive Kittleman hailed the decision as a crucial advancement in fostering a more inclusive and economically diverse housing market. "For too long, our zoning laws have primarily catered to single-family homes, excluding many residents from the opportunity to live in our desirable communities," Kittleman stated in a press release. "ADUs offer a flexible, innovative solution that can incrementally increase our housing supply without dramatically altering the character of our neighborhoods."
The impetus for the legislation stemmed from growing concerns regarding housing affordability and accessibility within the county. A recent study commissioned by the Howard County Housing Commission revealed a substantial gap between available housing and the needs of the workforce, seniors, and young adults. The specific regulations governing ADUs include stipulations regarding owner occupancy and rental practices. The county is also dedicating funding to assess the impact of ADUs on local schools and infrastructure, with plans to allocate resources as needed to mitigate any negative effects.
Several homeowners have already expressed interest in constructing ADUs on their properties. Local contractors report a surge in inquiries regarding ADU design and construction. The Howard County Department of Planning and Zoning has established a dedicated webpage with resources and guidance for homeowners interested in building an ADU, including information on permitting requirements, zoning regulations, and available financial incentives. The county is also offering workshops and seminars to educate homeowners about the ADU process.
The new regulations are effective immediately, and the county anticipates a gradual increase in the number of ADUs being constructed over the next few years. This move marks a significant step toward creating a more sustainable and equitable housing market in Howard County, offering a pathway to homeownership and affordable rental options for a wider range of residents.
