Owatonna to Build New Joint Police & Fire Facility

OWATONNA, MN - March 20th, 2026 - The City of Owatonna is poised to dramatically improve its public safety infrastructure with the construction of a new, state-of-the-art facility housing both the police and fire departments. Details were revealed at a well-attended open house held Tuesday at the Steele County Government Center, signaling a significant step forward for the community.

The current buildings, home to Owatonna's first responders for decades, have simply reached the end of their useful life. City Administrator Steve Kannegiesser emphasized the critical need for replacement, stating, "These buildings are aging, and are no longer serving our community effectively. They're not efficient for our staff, they present accessibility challenges for the public, and, most importantly, they're failing to meet our current or future needs." The existing facilities suffer from space constraints, outdated technology, and design flaws that hinder operational efficiency and public engagement.

The ambitious $32.5 million project centers around a unified building, cleverly designed to house both the Police and Fire Departments under one roof, yet with distinctly separate and dedicated wings. This innovative approach fosters potential for inter-departmental collaboration while maintaining the operational integrity of each service. The design team prioritized incorporating modern technology throughout the facility, promising enhanced capabilities for both departments. This includes upgraded communication systems, advanced data management capabilities, and improved emergency response technologies.

Specifically, the new Police wing will boast a crucial sally port - a secure, covered area designed for the safe transfer of prisoners and handling of evidence. This feature significantly improves officer and public safety during arrest processing. The wing will also incorporate advanced forensic labs, dedicated evidence storage, and improved interview rooms, all contributing to more effective investigations. Beyond the functional necessities, the design includes enhanced training areas for officers to stay current with evolving law enforcement techniques and best practices.

The Fire Department's wing will address similar shortcomings in the existing facility. A dedicated training area will allow firefighters to hone their skills in realistic scenarios, improving their readiness to respond to a wide range of emergencies. Ample space will be allocated for equipment storage, ensuring that vital tools are readily accessible when seconds count. Addressing a long-standing need, the new facility will also include a community room, offering a versatile space for public safety education programs, CPR training, and community meetings. This reinforces the department's commitment to proactive community engagement and fosters stronger relationships between first responders and the residents they serve.

Funding for this vital project is a multi-faceted approach. The City is allocating a portion of its general funds, actively pursuing grant opportunities at the state and federal levels, and leveraging the success of a bond referendum approved by Owatonna voters in November. The voter approval demonstrated strong community support for investing in public safety. The city is actively working to secure additional grant funding to potentially offset the bond impact on taxpayers.

Construction is slated to commence in the spring of 2026, with a projected completion date in the fall of 2027. City officials have assured residents that disruption during construction will be minimized. The city plans to utilize a phased construction approach, minimizing the impact on emergency services. Regular updates will be provided to the public through the city's website and local media channels.

This investment extends far beyond brick and mortar. It's an investment in the safety and well-being of Owatonna's residents, a commitment to providing its dedicated first responders with the resources they need to effectively serve the community, and a clear signal that Owatonna is looking toward a secure and prosperous future.
